Bukar Batulbe (1917) is a Kanuri trader and politician who was a prominent member of the Northern People's Congress in Borno duriing the independence era. He also represented the district of Yerwa in the Northern House of Assembly during the period.

Batulbe was born on March 7, 1917 to Mallam Abba Sanda. He attended the Arabic School, Yerwa. Later in his career, he was a successful groundnuts trader and was a member of the Northern Regional Groundnuts Representative Committee.

He was a provincial president and also vice provincial president in the N.P.C. Bornu branch.
